Brief Introduction to the Disaster Management Capacity Building Project of Taiwan

The “Disaster Management Capacity Building Project of Taiwan,” a comprehensive capability constructing plan sponsored by NFA/MOI and executed by municipality, city/county, and township/district, has effectively strengthened the township/district offices’ disaster management capacity from 2009 to 2017 via Phase I and Phase II implementation plans.

To strengthen community resilience, as well as to increase citizen’s awareness to self-rescue and mutual rescue, the Executive Yuan approved the Phase III implementation plan on July 12, 2017. In addition to improve the accomplishments from the first- and second-phase plan, the third-phase plan establishes new topics such as the training system of Taiwan Disaster Relief Volunteer Corps, improving resilience of local governments and communities. The Phase III plan focuses on continuously adding local government’s capabilities of disaster preparedness and promoting the participation of civil society and organization in tasks of disaster prevention, and establishing plan assessment indicators.
